Title:
Authorizing the Procurement of a Concession for the
Purpose of
Providing Equipment, Technical Support, and
Related
Services for Hillsdale’s Cable Television Access Channels
WHEREAS, The Borough of Hillsdale
wishes to provide its residents with important information through its cable
television access channels, including: emergency alerts, Amber alerts, local weather,
traffic, live meetings, interviews, sports and senior activities, and other
services; and
WHEREAS, To accomplish this, the
Borough needs specialized equipment, technical support, and production
expertise; and
WHEREAS, The Borough wishes to finance these services at no cost to the
Borough by procuring a concession from a firm that will provide these services
and equipment in return for the Borough making its cable television channels
available to it and authorizing it to solicit and produce advertisements from
local merchants for this purpose; and
WHEREAS, Specifically,
the Borough will allow the firm selected to:
1)
necessary equipment at the Borough and/or its
headquarters. This equipment will be
owned and maintained by the firm and will be removed by it at the termination
of its contract.
2) produce/provide programming for the shows, meetings, interviews, etc. for at least the minimum hours defined in the bid specifications.
3)
solicit
and produce advertisements for local merchants that meet PBS regulations and
the Borough’s cable television providers’ standards.
These items will be provided at no cost to the Borough. The consideration given by the Borough will be to give the firm access to its television channels and authorization to raise funds from the merchants for advertising on these channels.
WHEREAS, The
total value of the services to be received by the Borough is estimated to be
$22,000 per year; and
WHEREAS, The maximum amount of
revenue from payment for advertisements by the merchants to the firm selected
is $22,000 annually; and
WHEREAS, No cost for the
equipment or services noted above will be incurred by the Borough.
WHEREAS, The basis of the award
of the concession will be based upon the lowest responsible bidder as
determined by the solicitation of formal bids in compliance with N.J.S.A.
40A:11-1 et. seq.
WHEREAS, As required by law, an opinion has been
received from the Borough Attorney, Thomas Randall, that these services qualify
as a concession under N. J Public Contracts Laws.
NOW, THEREFORE, BE IT RESOLVED, that the services listed
above meet the criteria for being considered a concession under N.J. Public
Contracts Laws and bids for this service may now be solicited.
