RESOLUTION

Title: Authorize Mayor to Sign Contract with Utility Management Services for Water & Fire Hydrant Billing Adjustments

WHEREAS, in today’s climate of limited financial resources and mandates to economize, it is in Hillsdale’s best interest to assure that all utilities are being billed correctly and, it is also prudent to investigate opportunities to reduce future costs; and

WHEREAS, water and fire hydrants appear to be billed at highly excessive rates; and

WHEREAS, Utility Management Services Group, LLC is a recognized leader in utility billings throughout the State of New Jersey; and

WHEREAS, it is in the best interest of Hillsdale to retain the services of Utility Management Services Group, LLC as a qualified consultant to assist the Borough in identifying opportunities for savings; and

WHEREAS, the proposal submitted will be on a contingent basis and Utility Management Services, LLC will share the savings with the Borough since all fees will be paid from savings, all expenses including legal fees will be the responsibility of Utility Management Services Group, LLC; and

WHEREAS, these services are therefore properly classified as extraordinary, unspecifiable services as defined by N.J.S.A. 40A:11-29(7) and this action is properly taken without competitive bidding pursuant to N.J.S.A. 40A:11-5(1); and

NOW, THEREFORE, BE IT RESOLVED, Mayor Sapanara is hereby authorized to sign the contract with Utility Management Services Group, LLC for water and fire hydrant billing adjustments on behalf of the Borough of Hillsdale.
