RESOLUTION

Title: Authorizing the Award of a Non-Fair and Open Contract for Cleaning Services

WHEREAS, the Borough of Hillsdale has a need for cleaning services as a non-fair and open contract pursuant to the provisions of N.J.S.A. 19:44A-20.4 or 20.5 as appropriate; and,

WHEREAS, the Chief Financial Officer has determined and certified in writing that the value of the acquisition could exceed $17,500; and,

WHEREAS, the anticipated term of this contract is one (1) year; and

WHEREAS, Mercedes Cordon-Zuluaga has completed and submitted a Business Entity Disclosure Certification which certifies that National Maintenance Service, Inc. has not made any reportable contributions to a political or candidate committee in the Borough of Hillsdale in the previous one year, and that the contract will prohibit National Maintenance Service, Inc. from making any reportable contributions through the term of the contract, and

WHEREAS, the Borough Finance Officer has filed a certification for the year 2009 as required by the procedural resolution adopted by the Local Finance Board pursuant to N.J.A.C. 5:30-5.4 to the Borough Council.

NOW THEREFORE, BE IT RESOLVED, that the Hillsdale Borough Council authorizes Mayor John Sapanara to authorize a contract with National Maintenance Service, Inc. as described herein; and,

BE IT FURTHER RESOLVED, that the Business Disclosure Entity Certification and the Determination of Value be placed on file with this resolution.
