Title: AUTHORIZING THE AWARD OF A FAIR
AND OPEN CONTRACT FOR
ATTORNEY
FOR TAX APPEALS
WHEREAS, the Borough of Hillsdale has a need to acquire an Attorney for Tax Appeals as a fair and open contract pursuant to the provisions of N.J.S.A. 19:44A-20.5; and,
WHEREAS, funds will be available by way of budget and bond ordinances to compensate said Attorney for Tax Appeals; and
WHEREAS, N.J.S.A. 19:44A-20.1 et seq. commonly known as the “State Pay to Play” law that took effect on January 1, 2006; and
WHEREAS, the Borough has fully
complied with the “fair and open” process set forth under N.J.S.A. 19:44A-20.1
et seq.; and
WHEREAS, the Borough Review Team has determined
that Christopher E. Martin of Morrison Mahoney LLP will be the most
advantageous to the Borough; and
WHEREAS, Christopher E. Martin has completed and
submitted a “Contribution Statement by Professional Business Entity” as
required by Hillsdale Borough Ordinance No. 04-14, entitled, “An Ordinance
Establishing a Borough Policy for the Awarding of Public Professional Service
Contracts”; and
NOW THEREFORE, BE IT RESOLVED,
that the Hillsdale Borough Council hereby appoints Christopher E. Martin,
Morrison Mahoney, 2001 Route 46, Suite 200, Parsippany, NJ 07054 as Attorney
for Tax Appeals for the year 2009 pursuant to a “fair and open” process.
